What does a wall switch lockout device do?

A wall switch lockout device ensures that no one can flip the switch while it is locked out. Most devices are installed by first removing the switch plate screws and then using them to screw the device to the switch plate. Typically, the device allows the switch to be locked in either the on or off position.
