What does a plug valve lockout do?

A plug valve is a quarter-turn valve used to control the flow of fluids. When the wrench handle is inline with the pipe, the valve is open and when the handle is perpendicular, the valve is closed. A plug valve lockout device covers the stem once the wrench handle has been removed. This prevents the unexpected reopening of the valve during servicing activities.
