What does a gate valve lockout device do?

A gate valve (or sluice valve) controls fluid flow by raising and lowering the gate. They are operated in either a fully-open or fully-closed position and are not used to regulate the pressure of the flow. A gate valve lockout device covers the handwheel so that it cannot be opened during maintenance work. Cable lockout devices may also be used, simply by threading the cable through the handwheel and around an anchor point and tightening so that the handwheel cannot be moved.
