Periodic inspections must be conducted to ensure that energy control procedures continue to be implemented properly. Inspection must be done annually (at a minimum). It also must be done by an authorized employee who is not involved in the particular energy control procedure being inspected. The inspector must be able to determine if:
- The procedure is adequate to provide the necessary protection, and what changes, if any, are needed.
- Employees are following steps in the energy-control procedure.
- Employees involved know their responsibilities under the procedure.
- For lockout: Inspector must review the responsibilities of each authorized employee under the procedure with that employee (group meetings are acceptable).
- For tagout: Inspector must review the responsibilities of each authorized and affected employee under the procedure with those employees and the additional training responsibilities for Tagout Systems. (See Training.)
Every program should include procedures for:
- Correcting any deviations and inadequacies identified in the energy-control procedure or its application.
- Certifying that the periodic inspections have been performed. The certification must specify:
- Machine or equipment on which the energy-control procedure was used.
- Date of the inspection.
- Names of employees included in the inspection.
- Name of the person who performed the inspection.
